Is it possible to renew the sills on a 1999 Ford Ka, and if so where does the sill seperate from the rear wing?

It don't.

You need to get the replacement sill, line it up and cut below so you can bend it back and weld the new sill to it after rust proofing the inside of the box section.

Then tack weld it as if you try seam weld it will melt it. grind it all back so its smooth then undercoat, prime paint laquer.
