Mine was the govner spring, fixed it right away

My problem was the diaphragm in the carb. Get a kit and it will run like new.

You may want to apply a new gasket kit to the carburetor. It worket for me.

All the above -- diaphragm, springs, flywheel key can be the cause ... AND the rubber primer button. If the rubber primer button is old, you may have a bad seal resulting in air leak. B&S put out a replacement primer button for this engine that does not fit well resulting in air leaks when they age. I have to change these buttons at least three times a year.

At one time I had the exact same surging symptom.
It turned out that I must have thrown a rock or threw a piece of wood when mowing and I damaged the flywheel key.
If the above does not work it is certainly the flywheel key. This repair should be done with the proper tools and much care should be used.

also can be caused by an air leak. double check the tightness on all the carb, intake, and head bolts. A cracked head is also possible but not typical. Usually the right fix is always the simplest one.

Make sure the governor spring(s) are attached properly and not interfered with from doing their job. If they are bent, crimped, stretched, not connected peoperly, etc, they have the wrong tension. Proper tension is essential. It is the main cause for "hunting".

You probably need to tear down the carb and give it a good cleaning. It's not that complicated. Replace the rubber diaphram that is under the carb (Briggs Part Number 495770)
You can get it at any Briggs dealer for around $3.00
