I think my timing belt has gone on my 2001 citroen berlingo van?

This is a bit of a silly question. Is the timing belt the belt that goes round to start engine?
Is this possible to fix at home?

hi,
it has two belts, one (visibale) for accesories and another for timing (under plastic cover) if the timing is gone the engine will not run (need a garage to fix it)
the first belt run the AC, power weel, and charger

IF UR BELT IS SNAPED UR ENGINE IS TOAST.REMOVE TOP TIMING BELT COVER (PLASTIC,TOP,FRONT,NEAR FAN BELT)AND HAVE A LOOK,
