Snapper SR 120 barely moves in any gear. Why?

Snapper SR 120 barely moves in any gear. It is a 10 hp with a 28 in cutting deck. It cranks well but barely moves in any gear. It seems like it's trying to move but just doesn't. Please suggest answer or confirm if positive on whats the issue. Thank you so much.
