How do I remove - TrojanClicker.Win32?

The following trojan - C:\_Restore\TEMP\OPNSTE.0 Infection: TrojanClicker.Win32.VB.ci refuses to be fully removed from my computer. The OPNSTE.0 file has been deleted, but the machine still reports the above virus. System restore is switched off, but the virus is held open by the ME operating system, so it will not allow deletion. I've even tried to get rid of it in DOS, but for some reason, whenever I try to change directories, to delete from C: every time before I can type anything it automatically reverts back to A: Any ideas?

Computer is Pentium 3, American Megatrends bios, Windows ME.
