MY KAWASAKI KHD HEDGE TRIMMER IS RUNNING SLOW?

MY KAWASAKI KHD 600B HEDGE TRIMMER WHICH HAS A TH 23 PETROL ENGINE IS RUNNING VERY SLOW ,ALSO THE BLADES ARE NOT MOVING.
I HAVE CHECKED THE SPARK PLUG FOR A SPARK AND CLEANED THE AIR FILTER.
THE PETROL IS NEW AND THE MIX IS OK.
I WAS WONDERING IF THERE IS SOME WAY I COULD ADJUST THE CLUTCH

Try to slacken the nuts on the blade. The nuts should be tight enough that the washer on the back will still turn. If the washer on the back does not turn with your finger, then the nut is to tight. This will cause the engine to struggle and the blades will not move freely.

Check the blade bolts. Look from the underside at the screw heads. Those washers should move and be free. If not undo the lock nut on the other side and back the bolt out slightly, retighten. Lube the blades with WD40. Check all bolts on cutter bar. Clutch non adjusrable. Good luck Phuiol

Carburettor mixture adjustment is out. Take it to a garden machinary repair outlet - should only take a couple of mins, but it's difficult to give instructions here as I'm not familiar with that model, and carbs vary.
