windshield wiper delay?

i have a 2003 ford focus and the wipers work just fine until i put them on delay then they seem to stop half way up the windshield and then go back down. does that mean that they just need adjusted or is the motor going bad?

The problem is either a bad switch (inside the car), or the pulse board, which controls the delay, is bad.
