Honda civic central locking?

I have a 1997 honda civic. The master central locking nob in the drivers door goes down but instantly pops up again, so the car doesn't lock. It also stopped working with the remote. This happened after the battery went flat and a new battery put in. Thankyou for your help, Cheers Joel
