whats wrong with my fiat punto's elec. window - can i fix it?

just recently my fiat punto (2000) 1.9 JTD ELX driver side elec window has stopped functioning properley

it gets to a certain point and sticks but the motor continues to run!!!

i wonder if the belt needs replacing but i am not sure how to get at the system to see whats wrong
