why wont my 1999 toyota corolla cooling fan not turn off?

i've recently developed a fault with my toyota corolla 1999 1.3 ee111 engine coolant fan.I've replaced the fan relay and the ect sensor and removed and inspected fuse boxes due to suspected water ingress to no avail but yet it still stays on constantly.

it must be the sensor on the radiator check it with a multimeter it should be open curcuit when cold
