Hey Dany, either brushes or electronic circuit board is likely.
I suspect the flashing rinse LED has the same meaning across the Miele range. We have a W828 doing this currently, the flashing rinse LED simply means the drum motor isn't turning!
The relay board is at fault with an overload that takes out the "onboard" fuse, however replacement of the fuse results in it blowing again. I'm still working on it as time permits and have made a fair bit of headway now ...
You may need to replace your EL200 board, sadly, that is a very expensive item, in your currency is 371 Euros I think. I recall someone on another forum mentioning that it can also be caused by worn out brushes in the DC drum motor ... I hope you are luckier than us and you get away with just the brushes replacement :-)
