Govenor is a non-adjustable air-vane type. Apart from checking that thespring isn't mangled, don't mess with it!
Most likely problem is a fouled plug - try a NEW one. If the engine will run if you continue to prime it (assuming a primer is fitted), you have a carb problem. If you have a diaphragm carb, almost certainly the diaphragm is faulty - replacement costs pennies. If a float type carb is fitted, there is still some dirt somewhere in the carb.
