When I activate the gear for the front wheels on my walk behind mower and the tires are in the air, the front tires rotate. But when I lower the front wheels, even on pavement, the tires do not generate enough torque to pull the mower. How do I adjust this?

It is a 21" 6.5HP walk behind Yardman mower

Thers a cover on the front you can take off and there you`ll see a belt with a adjustment ...........
