I have a Hoover Elite rewind model number U5507900 that I just got last fall. It is a widepath cleaning. (It is the widemouth roller in the front that is not spinning).

If it isn't blocked in any way, the fan belt may have slipped off. This is a rubber strip that runs from the motor around one end of the vacuum roller and turns it round. Usually they're not too hard to get at and you can just pull the belt back onto the vacuum roller.
