My automatic throttle no longer works?

I have a sears craftsman lawnmower and I am having a problem with the automatic throttle. I took the carberator apart because it had set in the rain for about a year. I got it back all together and now it runs fine. The problem is it no longer throttles when it senses tension in high grass. It just runs at one speed. Could I have put the springs and clamps in the wrong order or is something else going on?

99% of all self regulating throttle systems consist of springs and 1/16 inch music wire. is the engine a brigs n straton? if it is then u have overtightened the air vain regulator. the speed of the flywheel affects the speed of the engine. if the flywheel slows down,like in tall grass, the air vain moves closer to the crankshaft. the music wire atached to the vain moves the throttl arm on the carb to let mor gas into the engine. making the engine speed up. if the air vain is seized up or overtightend then the engin wil not alter its own speed. try this. take the shroud off and chek the air vain. c if it moves freely and it is conected to carb arm. k?
