Ford Focus 1999. problem with lights?

I have a Ford Focus 1999 2 litre and the front and back side lights, interior lights and number plate lights have stopped working. Could it be the relay? If so, which one? Have checked all of the fuses and they are OK. Not sure what else it could be.
