Hi Robert. The symptoms you describe tell me that your carbs are probably dirty/plugged. Has the bike been sitting for a couple of months or more? When gas sits , it turns into a jelly or shellac like mess, that plugs up the various jets and passages in the carbs. If this is the problem the carbs will need to be completely disassembled, cleaned and inspected .
Also, remember to check your fuel tank for rust and debris. If there is any rust , have the inside of the tank treated before using it with your rebuilt carbs.
You could have other troubles, but I'm guessing that's the problem. I'm a bike mechanic and I do a LOT of carb work in the spring, when people pull their bikes out of winter storage. Symptoms are usually exactly as you describe. Good luck.
