My Philco washing machine can't hold water during washing cycle?

during washing cycle, water draining all the time
during draining cycle, all water can be drained normally
spinning is OK
Model is Philco WDN1053

mach is syphoning the water out make sure drain hose is higher than the water level in the drum.
