how can I get more cooling water to pump through my yamaha 9.9?

the 1999 yamaha 9.9 engine used to have a steady stream of cooling water coming out of the engine, now its only a dribble. What has happened, what do I do now?

Get an impeller replacement kit and replace the impeller and ware plate.
