Hi Eddie. Most probably it's the cable thats broken. The cable attaches from the end of the lever to a couple of 'hooks' at he base of the back rest which locate onto the base frame. When you lift the lever the cable tightens, lifting the hooks enabling the backrest to tilt forward freely. To ascertain for sure that it is the cable that,s at fault you need to remove the hard shell back from the seat. There should be a couple of screws or plugs at the bottom of the shell which when removed will allow you to unattach the shell. With this out of the way you can see into the seat which will confirm whether the cable has broken or not. Replacement cables should be available from your dealer and you should be able to fit it yourself taking care to ensure that the cable takes exactly the same route from the lever to the base or else it won't work as the tension will be all wrong.
