You may be able to get at the heater controls underneath the dash. The levers run stiff wires to levers on the heater box. One of these could be off or bent so it does not actuate the box levers.
There is also a valve on a hose running from the engine to the firewall under the hood. If the actuator wire came off of this, you can turn the lever by hand to let hot coolant through to your heater core.
If you cannot reach underneath, the MkII dash comes out easily. Just look around the trim for phillips head screws, pull these and it comes right out.
Also check your cooling system. Is your car running hot or cold? If it is running fine, can you feel heat "leaking" out of the heater vents after driving for a while? You may want to try to deterimine if your heater core is plugged before you dig too deep.
