Snapper 1855A with Onan carburator problem?

I have a Snapper tractor 1855A with a Onan engine that seems to lose power when engaging the mower and the transmission. I've taken the carburator off and everything seems OK. Except from the tank the hose to the filter, then from the fileter to a small square box with in/out on it that goes to the carburator seems to pump fuel into the carburator continually. Is this some type of pump or regulater? How do i regain my power.
