my toyota lucida has the oil dip stick and tank under the seat but under the bonnet it has an oil tank as well but has no oil in it, has someone put a oil cap on by mistake
The oil cap will be under either the passenger or drivers seat.

this oil bottle under the bonnet is for engine oil and if the engine needs to top up, then it will draw oil from this bottle by itself.
you can put engine oil in this bottle so you would not have to lift the seat to check if the engine needs to be topped up.
