kenmore vacuum always on?

I have a Kenmore Progressive vacuum model 116.25513506 who's on/off switch is always on. The only way to turn it off is to unplug it which is not very handy. I have already replaced the on/off switch 8191600.
Any ideas will be greatly appreciated.
