How can I fix my diesel escort turbo?

1999 escort diesel TD hard to start when cold and then no power when driving for a while it picks up but if i shift down when slowing up again no power

didnt check glowplugs yet but changed fuel filter recently still the same. at a loss what to do.

For the cold start, have the glow plugs checked for operation...for reduced power, try replacing the fuel filter, for starters.
