3hp Westwood rotovator?

Will not start, black wirre coming out of the pulley starter housing and does not appear to be connected to anything.

The black wire is probably the kill wire. Ground it to stop the engine. If you have no spark, and there is fuel getting as far as the cylinder (plug wet?), then there is an ignition problem.

Need to know if your engine is electronic ignition or points/condenser before I can advise further.
