Fix the handrake cable by changing it. Problem with 106 drums is the bearing is integral to the drum itself, so even if the drum wants to slide over the shoes easily (unlikely) the bearing tends to hang up on the stub axle. My advise would be to remove the wheel, and with a small torch look through one of the bolt holes. Turn the wheen until you can see the adjuster and with a thin screwdriver let the shoes off a little. Then undo the hub nut and and bash the drun on both the face and the sidesto shock it loose. If this doesnt work, put the wheel back on and shake like mad. Adding the wheel gives more leverage. Once you get the drum off make sure you reassemble the bearing correctly (they always come apart), and clean the inside with emery cloth (where it touches the stub axle. Aso clean the stub axle thoruoghly with emery and smear with grease before replacing the drum.
