My handbrake light on my Rover 214 (98 S) comes on in 1st/2nd gear?

My handbrake light on my Rover 214 (98 S) comes on in 1st/2nd gear when I reach around 3000 revs. Any idea why this is? I have heard that my brake fluid could be low?
