BRAKES DONT WORK?

MY TRAILER BRAKES (ELECTRIC) WHEN I PUT THE BRAKES ON THEY HUM AND APPLY VERY LITTLE THE DRUM IS RUSTY DOES THAT HAVE ANYTHING TO DO WITH IT. THEY HAVEN'T BEEN USED IN A FEW YEARS
