I can't turn off the mains water because the tap appears to be stuck. I thought at first it was stuck because someone had spray-painted over it, but it does move slightly, backwards and forwards, yet is entirely stuck otherwise. How can I get it turned (I need to turn the water off to fix dripping taps elsewhere).

you'd probably have to turn the water off in the street then replace taps and stop tap.
