chimes stop short of the hour?

my clock does not chime the full hour - instead of 7 chimes at seven o'clock it will strike 6 chimes. It has a pendelum ie wind up not battery.

if at eight o clock it strikes 7 just slide the HOUR hand anti clockwise BACK an hour i e line the hour finger up with the amount the clock strikes on the next hour clock count should be right
