first you should take the exhaust off check down the bor for scores if it has it has been seized . if so throw away

hi chris you'll need to remove the carburator and blow it out also replace the fuel hoses and clean out the tank. fuel delivery problem.

Check the fuel filter, it is probably clogged. I picked up an old Echo with the same problem and fixed it in ten minutes.
