Does anybody know what the two wires attached to the seat are for.will this prevent the tractor from starting.

This is part of the safty interlock system. It's purpose is to kill the engine if you get off the seat with either the cutter engaged, or the brake released. If the switch is disconnected (or fails), the engine will die when you try to use the mower.
