how to recondition old batteries?

I read this ad on how to recondition your old batteries
is this really possible?
I have a circular saw with a18volt xr+nicd battery that after a good long charge, it still will not hold its charge.

Dont know exactly what u mean by recon. It is possible to dissassemble battery packs and replace individual cells.but, depending on make,I used a company called " www.power-depot.co.uk"on the net to supply new uprated cell packs for my Makita that worked out at 1/3 of manufacturers price and 100% more amps.big improvement.Might be worth a contact even if your make is obscure. As to the recon part, even replacing the two dead cells in my original packs worked out at almost the cost of supplied new packs.NEW PACKS RUN TIME APPROX 250% LONGER.
