can't get water to stop coming out of shower head?

I just replaced my water heater and all the water pipes connecting to my valve and now when i try to run water just out of the tub spiggot water continues to flow at a low rate out of the shower head. I replaced the regulator valve which taught me all this does is regulate the amount of hot and cold water coming thru the system. i took off the tub spigot and let the water come gushing out the pipe into the tub and i still had water coming out the shower head. could a blockage in the valve body be causeing the problem? or what.

if the shower head is fed from a bath mixer type valve where you have to lift a plunger type knob to allow water to flow from shower head then the washer under the knob housing has perished you will have to remove top of housing and take washer to local plumbers merchants as they are all different that is if the shower is of this type
