broken hand brake?

Ihave a mk2 renault clio and the hand brake is locked on even when i release the lever it stays on what could be the problem and how do i fix it

Rear drums have to come off,auto adjusters and levers have siezed.normaly caused by adjusting the free play in cble rather than repairing rear brakes.pig of a job removing drums.pay someone to do it.
