What causes my Flymo W96 lawnmower to lack power?

It doesn't produce enough power to hover. It also gets very hot
and smells a bit of burning.

It is not clogged up with grass, and I have checked the brushes.

Thanks Phil - but I think you may be assuming that this has an induction motor. It has a DC motor - it has brushes and a solid state rectifier. It also has a small box that looks as thought it has a coil in it - perhaps some sort of safety cut-out.

Suggest you have a faulty start capacitor. If you can gain access to the motor, look for a cylindrical object about 5" x 1.5" diameter, connected to the motor by 2 wires. You will need a replacement.
