Not really familiar with these things! - had look and it looks to me like there is a flywheel that is not engaging when I pull recoil rope - should it engage? If so how?

Does the engine rotate when you pull the rope (does blade move)?

If so, but there is very little resistance, the engine is probably scrap/

If no movement, the recoil assembly will need overhauling. Probably a trivial fault, but the engine cowling will have to come off to access it.
