how to repair valve seat?

I have a 1984 tecumseh enduro 16hp ohv in a rider. the valve seat needs to be fixed for the third time in two years. the motor runs fine other than that. my plan is to repair it myself this time. can you help me with a sequence of how to and torque specs and any other info i should be aware of ? If you are burning valve seats, you have another problem. I suggest a weak valve spring, or a faulty compresson release mechanism. I assume it's the exhaust valve?

To do this work yourself, you will need a valve seat cutter, which is not a piece of equipment most DIY mechanics posess.

I pull engines apart all day, but this is one job I leave to the machine shop.
