when jacked up it does run properly, but when the wheels are on the ground it does not.

I would check to see if the sheer key hasn't been sheered off. to check this raise the mower and reach up and try to turn the drive pulley and see if your rear tires are turning. if not the sheer key has been sheered off.
If the sheer key is sheered off you will have to install a new one.
