access to vacuum valve on Peugot carburettor?

Having removed Solex double barrel carb on 1992 Peugot 309 due to excessive emissions (thanks Caine for your helpful advice) it seems there is no vacuum. How do I access the vacuum valve to sort it out?

this is a long time ago and i cant find the bl**dy manual,so,now the carbs off,open it up to gain acces to the float chamber.clean inside using spary carb cleaner.remove all brass jets and blow them clean.remove the adjusting screws from the outside and blow the holes clear.refit screws and screw in gently till they bottom and then back them out 2 turns.heres the bit i cant remember.if fitted the fuel cutoff solonoid is a metal cylinder approx 25mm dia with a single wire attatched.its function is to kill fuel and prevent running on.remove this and blow hole clean.test same by battery + to wire ,bat - to solonoid body,it should click and retract plunger.replace if innop. .carbs mount on a "rubber"sandwitch ,these fail and crack admitting air..replace if doubt.as for the twin choke,secondary choke opperates on vacum and only in cases of full load/throttle.disregard for mot.so,carb clean,on,temporary plug the vacum pipe at the distributtor and start with air cleaner trunking off.adjusting idle speed with air screw for lowest idle,then same for mixture screw for smoothest idle.i suspect someone has buggered about with it to cover an unrepaired fault.factory settings and go from there.haynes manual wouldnt go amiss.
