my rover 220 intermittent windowscreen wipers doesnt work correctly?

the intermittent wiper doesnt work correctly it stops and starts in different places and the wipers dont go back to the down position when you stop them you need to stop them at the correct time to put them in the right place

I've got the same problem on my 220sd and it's doing my head in. Think it's something to do with the timing relay.
My heater fan is also not working, not sure if it's linked
