Champoin Self prop Briggs & Stratton revs continuously?

35 classic briggs and stratton, revs continously. I have chagned air filter, spark plug and checked the bit you slide to change the power (not sure what called!). Could any one give me an idea what it is. It is using a lot of petrol and emits black smoke now and again. But still cuts grass.

The bit you slide is called the throttle control, if nothing happens when sliding this ie the engine speeds up/slows down,then a spring called the governor spring could be streyched and need replacing. (approx. £7)
