honda gvc135 starts but revs are unstable?

Hi, I have taken the carb off my honda gvc135 engine to give it a clean out. the mower now starts up fine but the revs are up and down in N and get worst on fast setting and cuts out when you move towards slow setting, you can see the govenor moving back and forwards all the time and the engine doesnt have that constant running noise? any ideas??

This is a sympom of a lean mixture. If there is a mixture screw, back it out 1/2 turn. If not, you have a patially blocked man jet.
