cbr 400 wont max rev?

My cbr 400 on a J plate will hit the rev limiter when stood still but wont rev to the red line when underload (moving), it only revs to about 8000rpm. Any ideas anyone?

new fuel filter. about £10. take carbs off clean em. balance carbs when clean.make sure your fuel pump works.

could be a fueling problem,have you cleaned the fuel filter inside the tank, built into the fuel tap? has the bike had the air filter replaced ?
