How can i fix my 12 hp Briggs and stratton vertical shaft engine?

my 12 hp briggs uses oil and so i've disassembled it and i am going to put new rings in
do i need a new head gasket and how tight do the bolts need to be?
will the new piston rings hit the lip inside the bore?

If there is a lip at the top of the bore, you need a re-bore and oversized piston. A new standard piston and rings in a worn bore will be a complete waste of time, and the top ring WILL break sooner or later on the lip.

New head gasket will be required.

Bolts - there is a torque figure available - 50 FT/LBS I think, but don't have my manuals to hand. Will find out and post it here.
