my ride on mower keeps speeding up and slowing down(surging) when in 5th gear can anyone help

it could be the drive belt or that the govenor controlling the speed of the engine or there ane not enough engine revs (not going fast enough)

You are discribing a classic case of belt slip. New belt required.
