John Deere 318 PTO won't engage?

My John Deere 318, which I purchased in 1986, the PTO won't engage. I had the clutch check at a local dealership ( they are located 35 miles away) I changed the PTO switch, and I change the start switch. So what do I do now?

Check the wiring.
When engaged you should have 12 volts.

I rewired mine after an electrical fire. I used a toggle switch instead of a pull switch.

Many times mice get in an eat the insulation on the wires and then problems occur. If this does not apear to be the problem, make sure your ground is grounded.
