My camcorder won't turn on without being plugged in to an electrical outlet. It requires a long and narrow 12v 2300mAh battery. When fully charged and installed, I still can't get the camera to turn on. The battery is about 3 yrs. old. Do I need a new battery, or is something wrong with the camera that needs repairing?

You have answered your own question. The battery is available at many places. I bought this camera for $20.00 at a garage sale. Invested $24.00 for a new battery, $5.00 for a new watch battery and $9.00 for a VHS to DVD converter, now I have a great camera, good lens, good zoom and I am able to shoot great home movies.
