Mikomi DC 7115 1.3MP webcam not working?

Hi there people I have just brought a new webcam, hooked it ip, downloaded driver, but camera isnt coming on at all.
Keeps saying 'cannot instantiate fitergraph' what does that mean
how do I overcome this problem its so anoying
